Prepare the permit application, driving-type certification, and medical status

For an original New York commercial learner permit, applicants follow the DMV application process, present required identity and residence documentation, show the underlying New York driver license, and complete commercial driving-type self-certification. CDL and CLP holders certify to one of four federal driving categories. Drivers who certify to non-excepted interstate or non-excepted intrastate operation must maintain the medical certification required for that category. Move from knowledge testing and the CLP to the Class C skills test

New York requires the general knowledge test and any additional knowledge tests needed for the requested equipment or endorsements, with at least 80 percent correct on each commercial knowledge test. The CDL skills test must be taken in a representative vehicle, and the Commercial Driver’s Manual states that a CLP holder must wait at least 14 days after obtaining the permit before taking the skills test. Federal ELDT rules specifically cover first-time Class A or B CDLs and first-time P, S, or H endorsements, while New York learner-permit information also directs first-time CDL applicants to complete ELDT before a CDL road test.
