01Confirm that the motorcycle endorsement applies to your vehicle and credential
Louisiana treats motorcycle operating authority as an endorsement rather than a separate license class. OMV Policy 21.00 states that the endorsement is required to operate a motorcycle, motor-driven cycle, or motorized bicycle or moped in excess of five horsepower on Louisiana streets, highways, or roadways. The applicant must already possess a valid Louisiana driver license or learner permit. R.S. 32:408(C) also provides that motorcycles and related vehicles use an endorsement on a basic license class and excludes vehicles under five horsepower from that endorsement requirement. Check the vehicle and your existing credential before preparing for the endorsement process.
02Know the learner-permit age rule and bring the credential required by OMV
The current OMV motorcycle-endorsement policy requires a valid Louisiana driver license or learner permit. It specifically states that a learner-permit holder who is fifteen or sixteen is restricted to operating within three miles of the residence, with a limited provision when a parent, tutor, or custodian is temporarily staying at another location. Applicants using the state Motorcycle Safety, Awareness and Operators Training Program exemption must provide the required original Certificate of Completion under the policy. Because document needs can vary with the underlying license or permit and the training route used, applicants should verify their current credential and any required course certificate before visiting OMV.
03Prepare for the motorcycle knowledge and skills tests or a qualifying training waiver
For a standard motorcycle-endorsement application, OMV Policy 21.00 requires both a motorcycle knowledge test and a skills test, with a score of 80 percent or higher on each. The applicant supplies the motorcycle for the skills test, and the policy lists current plate, insurance, inspection, and helmet requirements for that test vehicle and rider. Louisiana law separately authorizes the endorsement after motorcycle-specific testing. A person who successfully completed the Department of Public Safety Motorcycle Safety, Awareness and Operator Training Program on or after October 28, 2011 may qualify for the policy's knowledge-and-skills-test exemption, subject to the required completion certificate.
