Understand the Illinois Class C classification

Illinois defines Class C as a single vehicle with a GVWR of at least 16,001 pounds but less than 26,001 pounds. For passenger operation, testing in a vehicle designed for 16 or more people with a GVWR from 16,001 through 26,000 pounds can result in restriction N, which prevents operation of Class A or B passenger vehicles until the driver completes the required higher-class test. Illinois also uses restriction J-10 for certain Class C CDL drivers limited to qualifying passenger or placarded-hazmat vehicles of 16,000 pounds GVWR or less.

Use the CLP and endorsement path that matches the operation

Illinois CLP applicants must hold a valid Illinois base license, provide proof of legal presence, self-certify their CDL medical driving status, and pass the written tests that apply to the intended vehicle and endorsements. Illinois allows N, P, and S endorsements on a CLP. H is a CDL-only endorsement and requires a separate hazardous-materials process, including TSA security threat assessment approval. When a CLP and skills test are required, the permit must be held for at least 14 calendar days before the skills and drive test.

Apply ELDT only when the federal rule reaches the application

A Class C CDL application by itself is not listed as an Entry-Level Driver Training trigger. ELDT does apply to first-time applicants for the passenger, school-bus, or hazardous-materials endorsements, subject to stated exceptions. First-time P and S applicants must complete the applicable training before the required skills test. A first-time H applicant must complete applicable ELDT before the hazardous-materials knowledge test. Illinois uses the federal Training Provider Registry to verify required training.

Test in the representative Class C vehicle and equipment you need

Illinois CDL skills and drive testing uses Pre-Trip Inspection, Basic Control Skills, and the Driving and Road Test. Passenger and school-bus applicants must test in representative vehicles of the proper class. The vehicle and equipment used can create restrictions: for example, a Class C passenger test can produce restriction N, and a CLP holder who has passed the tank knowledge test is subject to the empty-tank restriction until completing the required testing. Air-brake restrictions also depend on the equipment used for testing.
