Determine why a Class C CDL applies

Hawaii's current CDL manual defines Class C around vehicles that do not meet the Class A or Class B weight thresholds but still fall under CDL rules because of passenger capacity or hazardous-materials use. A vehicle designed to transport 16 or more people including the driver can require a Class C CDL, as can a vehicle used to transport material requiring placards or certain select agents or toxins. Before studying endorsements, identify which of those conditions applies to the vehicle and operation you actually intend to drive.

Start with the Hawaii commercial learner's permit

Hawaii requires a commercial learner's permit before the CDL skills test. The current manual lists the DOT 4-764 application, vision screening, and the knowledge test for the intended class plus applicable endorsements. It also calls for the listed identity and date-of-birth evidence, Social Security information, licensing history, medical certification, and citizenship or lawful-permanent-residency information. Only study an endorsement as a licensing requirement when it matches the vehicle or work you plan to perform.

Apply ELDT only when the federal rule actually reaches the application

Federal ELDT rules identify first-time Class A and Class B applicants, Class B-to-A upgrades, and first-time applicants for the passenger, school-bus, or hazardous-materials endorsements. A first-time Class C application by itself is not listed as an ELDT trigger. However, a Class C applicant seeking a first P, S, or H endorsement can be subject to ELDT, subject to the federal rule's exceptions. When ELDT applies, use a provider listed on FMCSA's Training Provider Registry and complete the required training before the relevant State test.

Observe the permit waiting period and complete the skills test

Hawaii's current CDL manual requires at least a 14-day wait after the commercial learner's permit is issued before the practical test.
