Confirm whether the regular or intrastate Class C path applies

DC DMV defines Group C around vehicles designed to transport 16 or more people including the driver, or vehicles used to transport qualifying hazardous materials, when the vehicle is not Group A or B. The regular DC CDL eligibility path requires applicants to be at least 21 and to hold a valid non-commercial driver license. DC also offers an intrastate CDL beginning at age 18 for eligible drivers with at least two years of driving experience, but that credential is restricted to Class C operation within the District. The current intrastate page also bars H, N, P, S, and T endorsements, so younger intrastate applicants should not treat this mixed bank’s hazardous-materials, passenger, or school-bus modules as authorities available under that restricted credential.

Pass the Class C knowledge test and obtain the CLP

DC DMV currently identifies General Commercial as the required knowledge test for Class C. Passenger, school-bus, and hazardous-materials tests are conditional endorsement tests rather than universal Class C requirements. Applicants must also satisfy the District’s CDL eligibility and documentation rules, including identity and lawful-status requirements, driving-history review, and current medical-qualification procedures. New CLP applicants must complete the required Human Trafficking Awareness training. After the applicable knowledge tests are passed and the remaining eligibility steps are met, DC DMV issues the commercial learner permit. A CLP is used for supervised commercial driving and must be held for the required period before the road skills test can be taken.

Apply ELDT and skills testing only where the credential requires them

Class C itself is not one of the federal first-time Class A or Class B ELDT triggers. However, first-time passenger, school-bus, and hazardous-materials endorsements can trigger ELDT requirements. Passenger and school-bus applicants complete the required endorsement training before the applicable skills test, while a first-time hazardous-materials applicant completes H training before the H knowledge test. DC DMV lists General Commercial Class C as the Class C road-skills path and separately lists passenger and school-bus skills testing when those endorsements are sought. For the skills appointment, applicants should use the current DC DMV checklist for the valid CLP, underlying license, medical qualification, properly registered and insured test vehicle, and qualified accompanying CDL driver.

That distribution reflects the current DC Class C testing scope used for this project: General Commercial is the base Class C test, while H, P, and S are conditional modules.
