Choose the endorsement path that applies to your age

Delaware requires a motorcycle endorsement on the driver license of anyone who operates a motorcycle, motorbike, or other two- or three-wheeled motor-driven vehicle on the highways. DMV says applicants over 18 generally must pass a written examination and a motorcycle road skills test, although both tests are waived for people who complete the approved Motorcycle Rider Education Program. Applicants under 18 must have the motorcycle application signed by a parent or legal guardian and must complete the approved rider education program. DMV's Basic Rider Course information also says riders under 18 must have completed driver education and hold a full, unrestricted Class D license; a Graduated Driver License is not eligible for the course.

Know what the permit allows and what the road exam requires

After passing the motorcycle knowledge examination, Delaware DMV issues a motorcycle instruction permit valid for six months. While riding under that temporary permit, no passengers are allowed, riding between sunset and sunrise is prohibited, approved helmet and eye protection must be worn, and operation on the federal interstate highway system is prohibited. For the road exam, DMV lists a valid learner's permit, valid vehicle registration, and valid insurance card among the required items. The separate accompanying-driver license item on the page does not apply to the motorcycle skills exam. Road skills testing may also be affected by weather, so applicants should confirm current availability with the DMV facility that issued the permit.

Review protective gear and operating rules as real riding obligations

Protective-gear questions in the bank reflect rules that matter beyond the permit test. Delaware law requires riders up to age 19 to wear an approved safety helmet and eye protection on state roadways. It also requires a newly endorsed operator, and a passenger riding with that operator, to wear approved helmet and eye protection for the first two years after the endorsement is obtained. Outside those groups, the law generally requires a rider or passenger to have an approved helmet in possession and to wear approved eye protection. The statute also addresses passenger seating and footrests, keeping at least one hand on the handlebars while moving, and carrying loads that do not interfere with control.
