Choose the licensing path that matches your age

Delaware separates the teen Graduated Driver License path from the standard Class D learner-permit process used by adult first-time applicants. A Level One Learner's Permit is available beginning at age 16 for eligible GDL applicants. The DMV's required-age table lists a Class D license at age 17 after holding a Level One Learner's Permit for at least 12 months. Teen applicants must follow the GDL eligibility and sponsor rules that apply to them, including the approved driver-education requirements described by DMV. Adults applying for a first Class D credential should use the DMV's over-18 application instructions rather than assuming the teen GDL steps apply to them.

Bring the required identity and residency documents

For a Delaware driver license or identification card application, the DMV requires a primary identity document and a secondary document from its acceptable list. Applicants must provide a Social Security number if eligible, two proofs of Delaware residency, and non-U.S. citizens must provide proof of legal presence. The SecureID guidance also says source documents used for a federally compliant credential must be original or certified copies rather than ordinary photocopies. Prepare for the vision, knowledge, and road exams

Delaware DMV screens vision and tests driving knowledge and skills as part of the Class D licensing process. The driver-examination page lists 20/40 as the minimum acceptable vision for an unrestricted Delaware driver license, with or without corrective lenses. The official sample-test page states that the actual Class D knowledge test contains 32 questions and requires 26 correct answers to pass. DMV says the Class D Driver Manual covers road rules, signs, and the basic knowledge needed for the license. After passing the eye screening and knowledge exam, a learner's permit is issued under the applicable process. The current application guidance says you must wait at least 10 days after passing the Class D knowledge exam before taking the road skills exam.
